Each answer just seems to lead to more questions.  If I comment out that
line, it gets a little farther but then still fails on startup:

I'm installing Products.PloneFormGen in my buildout, and by watching the
output I can see that is is installing it:

We have the distribution that satisfies 'getpaid.formgen==0.1'.

and it's also in parts/omelette.  Looking in bin/instance I also see the
PloneFormGen egg referenced, so how else can I figure out why it can't pull
an import from it?
