How about an answer for both questions at once?

A GroupBox can be used to enable/disable a group of controls when (a) each control is completely within the bounds of the GroupBox, and (b) when the GroupBox control order is lower than that the controls. So if you send the GroupBox "Back" it would have the lowest control index of 0 and all of the other controls are above it.

When you get the red outline on the GroupBox as you are moving a control inside it's bounds, that means that the GroupBox (or another control) is acting as a parent. But you will not get this red box if the GroupBox control order is not lower than that of the control.
