This can be accomplished by changing the control order or putting Me.Parent = GroupBox1 in the open event of each of the controls you want the GroupBox to be the parent. I suspect the TabControl is the current parent and that you added the groupbox after the other controls so its Control order is a higher number than the ones you want it to be the parent.
