I had no problem downloading the Zip and expanding it but the project is
missing two external data files, (brownFoxIdata and RunAwayData). 

Regardless, The scroll bar does not automatically move objects. It is
your responsibility to move objects as the scrollbar value changes.
Also, I would recommend using a canvas instead of a GroupBox to act as a
parent for your controls.
