Joe's suggestion was much easier. It is still useful to know yours since yours
may be possible when his is not, and also yours may be able to be used in Win32.

Figure out what is the correct REALbasic string encoding name (I
assume it would be ISOLatinGreek or WindowsGreek). Then just write
the following:
Dim delta As String = Encodings.ISOLatinGreek.Chr(&hC4)
