The pallet is a floating window and the main window is a document window.

Seems that this doesn't work as I expect.

As a test, I made a simple project with two windows.  Win1 is the document
window with a ListBox, Win2 the floating pallet window.  When Win1 opens,
rows are added to the ListBox and the cells in column 0 are set to be
editable.

Clicking on a cell to make it the ActiveCell works properly.  When I click
something in the pallet window (a PushButton that does nothing, for
instance), the Active cell disappears and leaves the whole row selected.

Is this normal behavior?  If so, how can I avoid it?

Make your palette a floating window.  Then it won't take the focus 
from a regular document window (which I presume is what contains your 
Listbox).
