        Why not use Bugzilla?  It does require a web interface, but you
can customize the "do you have this Y/N" option set to your heart's
content.  Also it keeps the current bug list out in the open, which is a
good thing as this provides for a higher degree of public bug feedback.  I
have set up Bugzilla at the new Creative Labs open source devleopment site
(http://opensource.creative.com), and I an very pleased with the way it
has brought order to the bug tracking and patch submission process.  IMHO,
all open source projects should use a formal bugtracking system.
