adding option to not build mansync

Since mansync can not be build for win32, could we add a switch to
configure to disable it.  This causes problems as the build fails when
it tries to build mansync (no fork()).Currently, I have to go into the
configure script itself and turn it off, or change the mansync Makefile
to do nothing.
