Well, basicly I've given up trying to get people updating the
changelogs when they commit something. ;-)
There is an excelent tool called cvs2cl
(http://www.red-bean.com/~kfogel/cvs2cl.shtml) which generates
changelogs from CVS logs, so you don't have to care about manually
updating them. cvs2cl will be used to bring changelogs uptodate
when we make releases.
