Hmm - not quite, but I have a few suggestions to try:

has a large collection of links to standards. Partially to the original
sources, much of which are payware, but as well to copies that happen to
float around on the net or are reverse-engineered.

Another way would be to look at the terminfo/termcap entry and go from
there. That would at least tackle almost all local applications as they use
termcap/terminfo. Of course there might be a few functions left that might
get used by remote applications that use a more complete database or a
builtin emulation (like BBSes).

If possible, it would be nice, if you could insulate the emulation layer, so
that we could write other emus as need arises, e.g. a Linux-console-emu or a 
vt100 emu etc. Should be pretty straightforward - just a few interfaces for
I/O and blitting fonts.
