It was pointed out a while ago that adding a "debian" directory can cause
problems when a new developer takes over who does not have CVS access.
So what I would suggest, is that we name the directory something else
(e.g. distrules/debian-2.2 or something like that) and the .dsc can point 
to a .diff that has just a symblic link from ./debian to 
./distrules/debian-2.2 in it.

Then when another debian developer comes by who does not have CVS access,
they don't have to deal with having a /debian directory in the way.

If this is cool with everyone (Charles, are you here or should we
go with this debian directory instead of what you had, which is now
old?) I will test the package and add the new directory wherever looks 
most appropriate in the tree.
