Debian library packages are done thusly as a matter of policy:
bri@sublime:~$ cat /var/lib/dpkg/info/libltdl3.list
/.
/usr
/usr/lib
/usr/lib/libltdl.so.3.0.0
/usr/share
/usr/share/doc
/usr/share/doc/libltdl3
/usr/share/doc/libltdl3/README
/usr/share/doc/libltdl3/copyright
/usr/share/doc/libltdl3/changelog.gz
/usr/share/doc/libltdl3/changelog.Debian.gz
/usr/lib/libltdl.so.3
bri@sublime:~$ cat /var/lib/dpkg/info/libltdl3-dev.list
/.
/usr
/usr/include
/usr/include/ltdl.h
/usr/lib
/usr/lib/libltdl.la
/usr/lib/libltdl.a
/usr/share
/usr/share/doc
/usr/lib/libltdl.so
/usr/share/doc/libltdl3-dev
That last .so is just a symlink.

Under Debian "example sources" go in /usr/share/doc/<package>/examples and
must be zipped. There's also a ggi-samples package for current LibGGI, but
I don't have it installed as ALL my systems I'm running homebrew GGI on
right now (that's scary, now that I think of it :-) I think ggi-samples
contains precompiled binaries.
Anyway, It seems Charles has passed the torch; we should talk to the
current GGI Debian maintainer... drumrolll... Martin Albert, and find out
if he's up to reworking it with our help, rather than just going ahead and
mucking around with it.
