Drop redundant `{-# LANGUAGE #-}` pragmas
This removes language pragmas from Haskell modules which are implicitly
active with `default-language: Haskell2010`. Specifically, the following
language extension pragmas are removed by this commit:
- PatternGuards
- ForeignFunctionInterface
- EmptyDataDecls
- NoBangPatterns
