Well, I was torn on this, and actually had it your way in one of my
commits, earlier.
I thought that these highly specialized areas are surely done by committers, so
I opted for the narrower audience.

What do others think? Especially the code owners of DPH?

Anyway, feel free to change this if you think my (second) guess was wrong!
