The exception is thrown by python's semaphore class. We are using it to
limit the number of tests running concurrently, though I couldn't see
anything obviously wrong with the relevant code. If possible, could you
find out what `python --version` you have?

I had a quick look into this today, and spoke a bit with Ben about it.
We don't have a clear answer as to what is causing this at the moment.
We'll have to look more into this early next week.
