That sounds like a partial page load. Lots of causes for that. While it could be upstream at the gitlab server it could also be anywhere along the path from it to you also. Esp seeing if it was stable when you refreshed as to how much showed would be informative. As would looking at the network tab on a refresh. These are somewhat longer lived than normal connections due to the processing which can surface weird behaviors that are often papered over.
