#7833: installed GHC refers to libffi in the build directory

After several buildings/installations, I understand that there are two
problems:
- If configured without "--with-system-libffi", the installed GHC refers
to libffi in the build directory. It should use "@loader_path" like other
libraries
- The libraries under "rts-1.0/" refers to libraries in the build
directory. They also should use "@loader_path".
