Looks like we are missing a PDB way of doing it.
One thing to do is to "scale" the layer into itself - in Python you can
call, for example:
dr.transform_scale(dr.offsets[0],dr.offsets[1],dr.offsets[0] + dr.width,
dr.offsets[1] + dr.height,0,1,0,1,1)
("dr" being your layer, of course)
