In Gimp, When I create content in a transparent layer, the layer content
boundary is not recognised by transform tools; rather the tools include the
entire image in their operation (as shown here:
http://s29.postimg.org/txz7l4buf/image1.png ), unless I make alpha to
selection or select the content with the select tool (as shown here:
http://s17.postimg.org/vqsilplbj/image2.png ).

Also, I cannot use the alignment tool rightaway, unless I copy/cut the
content and paste as new layer or floating layer.

In Inkscape, however, one does not need to worry about the layer content
boundary when using transform tools. Everything works on the fly.

Is this issue being addressed, if it makes sense?
