[Gimp-developer] Sorry to be so clueless but inspite of searching I cannot find an an answer

Hi

When loading GIMP I do not get text but rectangular boxes and when I try 
to open a file I get the following.

I am currently using Windows 10 - previously I have been using XP with 
absolutely no problem.

HELP!!!!
