The filter can be used for both. It can simulate lens distortion. And it can also be used to correct lens distortions. From what our users say, it appears that most people are using it to correct lens distortions. It would be cool if someone wrote a GIMP plug-in based on the LensFun project (http://lensfun.berlios.de/). That would probably be more useful when it comes to correcting lens distortions.
