Usability wise, I think it's an industry standard to have black on bottom
(PS and Illustrator are also like this). Gimp was also until the change.

I understand on the Bug Report. Wasn't sure if it was an intentional change
that somehow updated without my knowing.

Oddly, it's also changed for a few others on windows (I'm on linux) that
weren't aware of any changes.

May I ask if it's changed for you? If so, do you remember it being black on
bottom before?

My Gimp version is 2.8.14.
