To be more specific about this, certain options are saved with each tool,
certain options are shared between all tools, and certain options are saved
with each input device. (Confused yet?)
Options saved with each tool are stored as individual toolrc files in the
Options shared between all tools are stored in the "contextrc" file.
Options saved with each input device are stored in the "devicerc" file.
Any one of the three can specify what the "current" colors/brush/gradient is,
but the interactions between them are, in the exact words of a GIMP developer,
"complicated, and difficult to get right".
In the meantime, if you add the "Device Status" window to one of your toolboxes
you will see exactly which options are assigned to what device.
Separate tools per device is a VERY important thing to have, because this is
what allows the pen and eraser tips of a tablet stylus to function as different
tools (e.g. brush and eraser). On the other hand, separate
colors/brush/pattern/gradient per device is nowhere near as important, and
depending on your workflow it can even be something of a bother.
Of course, in your GIMP preferences you'll find options to share the current
brush, dynamics, pattern and gradient between "all tools" - but there is no way
to share these same things between all input devices. Why is that? Couldn't
that be made user configurable?
Numbers may not lie, but neither do they tell the whole truth.
