I believe this happens to everyone using GIMP 2.8.* on Windows. There is a workaround: instead of spacebar-panning, use Navigation Control at the bottom right of image window, or Navigation Dialog (http://docs.gimp.org/2.8/en/gimp-navigation-dialog.html), or window scrollbars.
