First, you'll end up with a drop shadow effect if you do this. Bump map on a blurred copy might work better. Second, though, make sure the layer you want to move is the active one in the Layser dialogue (control-L to show it) and use the arrow keys to move it. You may need to right-click in the image window and press ESCape to dismiss the menu, to give keyboard focus back to the image.
