As asked, the question is not clear.

Do you mean "How do I use Gimp to add or modify IPTC tags?" in which
case the answer is "You can't. Use digiKam, exiv2, exiftool, or other
program intended for reading, writing, and modifying IPTC tags (or the
XML equivalents thereof). (What Gimp or a Gimp plugin can do continues
to amaze me, if I'm wrong, someone speak up!)

Do you mean "Will Gimp preserve existing metadata when exporting an
image?" in which case the answer is "It depends. Yes if jpeg or xcf,
no if tiff, probably not for any other format." But probably the
answer also depends on which version of Gimp you are running. I've
heard rumors of not all metadata being preserved even upon export to
jpeg.

There might be plugins, depending on which version of Gimp you are
running and what you want to accomplish. But Chris is right, some
internet searching is always a good place to start. And some
experimenting for yourself.
