On OS X 10.8, my file /etc/fonts/fonts.conf has the following lines:
<?xml version="1.0"?>
<!DOCTYPE fontconfig SYSTEM "fonts.dtd">
<!-- /etc/fonts/fonts.conf file to configure system font access -->
<fontconfig>
<!-- Font directory list -->
<!-- Add to system list -->
<dir>/System/Library/Fonts</dir>
<dir>/Library/Fonts</dir>
<dir>~/Library/Fonts</dir>
</fontconfig>
and GIMP see all of my system- and user-fonts.
