I am not the most geeky person in the world, but can find my way around the
linux command line OK, albeit I am no Linux expert

Can anybody tell me what I've done wrong

Originally I had the scripts residing in usr/lib/gimp/2.0 (but I read they
should be in the 2.8 directory). In fact the scripts are in both folders

In Ubuntu you can install the gimp-registry package from the repository. This will install a bunch of useful plugins including this one.
