There is the curious https://superuser.com/questions/979504/load-dialog-disk-access-slowdown-on-windows-10/ - a non-existing-, never-ever-have-existed- or even what-is-a-floppy-drive delaying file dialogs. Can be switched off in the BIOS of computer management, see the article for more info. But this is a delay of seconds, and I guess you waited that long.
