How much text do you want to remove? That image is fairly low quality, lots of jpeg artifacts. Unlikely that any single operation is best. Resynthesizer + heal selection for some parts. See the earlier post on installing resynthesizer. G'mic plugin www.gmic.eu In the repair section, the inpaint-metamorphical filter works for the larger text.
