Gimp works in pixels, and whole numbers, there is a round up/round down involved. 1000 / 650 is a ratio of 1.53846.. multiply that by 655 and you get 1007.6923 which rounds up to 1008. What is wrong with that or do you require an image 655 x 1000 pix, in which case you probably need to resize the canvas rather than scale the image. If you do want to scale to 655 x 1000 pix then ***break*** the link between width and height.
