You do realise that this post is from 2005. Nothing has changed. In the layer dialog, if the alpha lock is **on** , sometimes not so easy to see in Windows Gimp, you can not paint on transparency. Click on the icon to toggle on-off. see: attachment and https://docs.gimp.org/en/gimp-dialogs-structure.html which says Lock You have two possibilities: Lock pixels: when this option is checked, you can't modify layer pixels. This may be necessary to protect them from unwanted changes.
