You do realise that this post is from 2005.

Nothing has changed. In the layer dialog, if the alpha lock is **on** ,
sometimes not so easy to see in Windows Gimp, you can not paint on transparency.

Click on the icon to toggle on-off. see: attachment and

Lock
You have two possibilities:

Lock pixels: when this option is checked, you can't modify layer pixels. This
may be necessary to protect them from unwanted changes.

Lock alpha channel: if you check this option the transparent areas of the layer
will be kept, even if you have checked the Fill transparent areas option for the
Bucket fill tool.
