Your report is the only one of this problem I know about, so it is
likely some localized issue.

You can use a tool like Process Monitor to try to see what the installer
is being denied access to:
https://technet.microsoft.com/en-us/sysinternals/bb896645.aspx

There are various filter options, setting this to only include anything
with "gimp" in the process or file names should help to limit the amount
of data to process.
