Hi! I think you have been hitting a know bug of GTK+. It is fixed with recent development in GTK+ but our official builds likely don't ship the fix since we are still waiting for a stable version of GTK+2 with it. See: https://bugzilla.gnome.org/show_bug.cgi?id=769550
I don't know about your "custom build" and if it actually ships the fix (hence "glitches"?). I don't know the website you are telling about, and maybe it is a proper and clean GIMP. Just be careful where you download GIMP though. There are a few good third-party builds, but also many which embeds ads or even malware. Have fun!
