Related problem here with 2.10.0 - nufraw was working in -rc2, but
with 2.10.0 it has built nufraw and nufraw-batch, but it declined to
build the plugin.  This is with a patched version of nufraw to add

 gimp_register_file_handler_raw ("file_nufraw_load");
