I see on further investigation if you click on one of the other things in the
Toolbox it automatically carries out the transform. A few of the tools have
similar behaviour like the Crop tool.

I'm not totally convinced this is the best thing for usability because again,
accidentally clicking the wrong thing results in the transform or other action
being carried out, which can be very slow, you then have to wait to undo it,
which can also be slow, and potentially if the undo buffer is too small you
might not actually have that undo option.

The main concern is the transform completely disappearing and you can't get it
back, if you carry out some action like going into the layers list and dragging
layers into a different order. I don't understand why the transform preview
steps don't appear in the main undo list.
