It is a known bug with the new Gimp 2.10 themes. Go into Edit -> Preferences -> Themes and change to system theme. Same place in Icons you can change the icon theme as well. However, It will not do you any good as far as crop marks are concerned, that option is only available in the linux version of Gimp.
