Preferences is towards the bottom of the Edit menu

Click on that to get the preferences dialogue

Find the Window Management Section

Click on Reset Saved Window Positions to Default Values

Click OK and restart Gimp see screenshot

You will be in 3 Window Mode. Gimp Windows menu and Enable Single Window Mode
does what it says.
