Yes.  Open GIMP; also if you cannot access e.g. Desktop files with the File → 
Open dialog, you can drag a Desktop file icon to the GIMP window to open it.

This is a fault of the GIMP (GTK?) File → Open dialog; in MacOS, if you try to 
access a “protected" directory (Downloads, Documents, Desktop, …) a requester 
*should* *open*, asking if you want to give your program full disk access, and 
transferring you to System Preferences → Security & Privacy when answering 
“OK”.  Please, change this behaviour.
