Try escaping the embedded tick mark with a backslash:

/usr/bin/gimp -i -d -c -b '(script-fu-bla-bla "Let\'s Go\!")' 
'(gimp-quit 0)'

At a guess it's a shell problem.  You may want to escape the 
exclamation point, too.
