Many GIMP filters do not work on indexed images, and pixel
interpolation is disabled on them so you don't get the blending and
antialiasing effects that you do in RGB mode.  Also, indexed images
are limited to 256 colors.

The GIMP really isn't well-suited for editing low-color-count images.
The only common use for indexed images in the GIMP is preliminary to
saving to GIF.
