No, but if you follow the advice in Jakob Nielsen's book ``Designing Web Usability'' you can come up with an effective web site design, which may be more useful than a ``great'' design. Many/most websites today are overdesigned --- slow to load, hard to read and confusing to navigate. His own website is text-only (http://www.useit.com ) and contains buckets of practical and authoritative device. the two keys are findability and usability. With those as goals you can do your own in html code and come up a winner.
