i am sorry to be the one to tell you -- the perl plug-ins do not work on
windows with gimp.  the developers tried to get it work a few years ago;
it was one of the nicer exchanges between the developers even, however
the verdict at the time was either impossible or not worth the huge

first the gimptoolkit needs to work in perl on windows and then gimp
needs to work there.  sorry.

if you do not need the html, Image -->Transform -->guillotine should at
least do the slicing parts for you.
