you can safely follow the instructions at http://wiki.gimp.org/gimp/HowToCompileGimp/MicrosoftWindows. You just need to modify the supplied CompileGimp.sh to download the correct libraries etc, since I don't think the script is actively maintained. You have to have mingw installed to build gimp, rather than VS. See http://wiki.gimp.org/gimp/GetMingwBatch, which is a batch script to download and install mingw, as well as some supporting libraries etc (like perl and msys).
