Select the layer in question in the layers dialog. Right click on it and do
Image Size", this will make the layer exactly the size of the image. You might
check at the top of the layers dialog and make sure the small check box for
transparency" isn't checked. (indeed, perhaps do that one first, if the layer
yellow boundary, then you are trying to paint outside of the layer, in which
need it to be the same size as the image, if it doesn't have a yellow boundary,
may have the keep transparency box checked).
