To reproduce this bug, 1: Open an image. In my case, the image is a photograph. 2: Use the scissors select tool to select an arbitrary portion of the image. 3: Float the selection and make the floated selection a new layer.
You should see image artifacts around the selection. I just want to see if others are having this problem before I make a bug report.
