You are most probably trying to work with a floating selection. That is something you pasted but haven't positioned yet. After positioning you have the choice of anchoring it or making it a new layer. But they are needed for some tasks and we haven't yet found a good solution for this. Perhaps something to address for GIMP 2.6 ...
