I do this and it works every time:

>From the GIMP command bar:
Click   "File > Save As..."

In the "Save Image" window:
Click the box marked "Select File Type (By Extension)"
In the dropdown window scroll to the btottom and 
click on "TIFF image         tif,tiff".
Click "Save"

In my GIMP there are 2 lines starting with "TIFF image".  The second does not
have the "Extensions" shown, and gives an error message.  Always select the
one showing the extensions. 

The resulting .tif file opens in Windows Office Picture Manager.
