Au contraire! It's not the GIMP. Just check the EXIF data in file that your camera produces and you'll see it's your camera that determines the resolution, not GIMP. While Script-fu would probably be capable of doing this (never investigated it myself) you might be better off looking for a tool that can edit EXIF data in bulk across all files as you copy them from your camera to your hard disk.
