use PNGs. they are royalty free and are the future for compressed hi-bit
images. Its the fault of the browser if it does not support PNG properly
(the full specifications are easily obtained and implemented)

FWIW I know of more than 3 decent browsers that support PNG properly.

as for the original problem....why use a colour in GIMP? Why not just make 
the back of the image transparent so it IS the colour of the browser
background. after all, if you change the background of the web page,
you'll have to re-edit the image if you do it your way
